Discussion: This is a more elaborate stage where the To-Be system is introduced as a new actor(s). Analyze actors, agents, roles, and positions in association with the new To-Be system to make decisions about what parts, functionalities, and requirements of the To-Be system will be done by whom and what parts of the new system. The intentional and goal-oriented capabilities, guided by the non-functional requirements, help in making decisions, which are grounded on informed and systematic rational. This can add more complexity to the As-Is model, which is used to analyze alternatives and make system design decisions.
